You cannot choose where you lose fat. What you can choose is what is underneath it when the fat comes off, and for the lower body that is mostly glutes and hamstrings.
This plan leads with hip thrusts and Romanian deadlifts, the two movements that build the shape people are usually chasing when they search for slimmer legs. Run it twice a week alongside your deficit. Expect your legs to look better before the scale says much, because shape changes before weight does.

No. Spot reduction does not work — fat comes off your whole body in a pattern set by genetics. What training changes is the muscle underneath, which is what actually determines shape.
Not in a calorie deficit, where adding size is very difficult. Training legs while dieting mostly preserves what is there, which reads as leaner rather than bulkier.
For the glutes specifically, hip thrusts load the muscle hardest at the top of the movement, where it works most. Squats build the legs more broadly, so most plans want both.
