Calves are famously stubborn, and the fix is usually more volume, more frequency, and a full range of motion. This plan trains both calf muscles: standing raises for the gastrocnemius and seated raises for the soleus.
Pause at the bottom for a deep stretch and at the top for a hard squeeze on every rep. Run it two or three times a week.
